Loonies 24.0.0 for Windows 9x and XP

A new build of Loonies is out, fixing mostly audio buffering issues on Windows and adding support for Windows 9x and Windows XP.

• The Windows 9x build uses SDL 1.2 (linked dynamically, using the shipped SDL.dll) and requires a i586 CPU (Pentium, AMD K6 and newer)
• The Windows XP build uses SDL 2.0 (linked statically) and requires a i686 CPU (Pentium Pro, Pentium 2, AMD Athlon and newer)

Both versions should work just fine on more recent Windows versions, although the SDL2-based "XP" build is recommended for those use cases.
